The High Court has ordered the Kenya National Highways Authority (KeNHA) to explain how it plans to settle a debt of more than Sh2.1 billion owed to Swiss contractor SBI International Holdings.

KeNHA Director-General Luka Kimeli has been directed to appear before the court on October 27, 2026, to provide details of how the authority intends to pay the outstanding amount.

The debt arises from five court decrees linked to disputes over road construction contracts. The court had previously ordered KeNHA to pay the contractor, but payments have remained slow.

Court records indicate that only about Sh90 million had been paid by July 27, 2026, leaving more than Sh2 billion outstanding.

The court has warned of possible consequences for continued failure to comply with its orders, including proceedings for contempt of court.

The case comes as the government works to clear billions of shillings owed to road contractors across the country.
