Nigerian billionaire Aliko Dangote says the planned refinery in Lamu will source crude oil from East African producers and international markets, including the Middle East, as the project seeks to secure enough feedstock for its large processing capacity.
The proposed $16 billion refinery is expected to have a capacity of 700,000 barrels of crude oil per day and is designed to serve Kenya and the wider East African market. Dangote said the facility will not depend solely on crude produced within the region.
Kenya's domestic oil production is currently insufficient to supply a refinery of this scale. Production from the South Lokichar fields in Turkana is expected to reach about 50,000 barrels per day at its projected peak, while Uganda and South Sudan are also being considered as potential regional sources.
The refinery's ability to receive crude by sea will allow it to tap international markets when regional supplies are inadequate. Reports indicate that Middle Eastern supplies could form part of the international sourcing strategy, although no specific volumes or long-term supply agreements from the region have been announced.
The project is expected to produce petrol, diesel and jet fuel, alongside industrial products such as polypropylene and base oil. Dangote has said the refinery is intended to reduce East Africa's dependence on imported refined petroleum products and support regional industrialisation.
Construction of the refinery is planned to take several years, with operations targeted around 2030. However, securing a reliable and competitively priced crude supply remains one of the key issues facing the project.
