The Committee on Delegated Legislation has reviewed and adopted a set of regulations aimed at establishing a national legislative framework for standardized licensing procedures across the 47 counties.
Chaired by Samuel Chepkongโa (Ainabkoi), the Committee today examined the County Licensing (Uniform Procedures) Regulations, 2025.
The Principal Secretary for the State Department of Investment Promotion, Hassan Abubakar, appeared before the Committee and briefed members on the new guidelines.
Abubakar, who represented Hon. Lee Kinyanjui, the Cabinet Secretary for Investments, Trade, and Industry, also responded to concerns raised by Members of Parliament regarding the regulations.
He informed the Committee that the regulations seek not only to provide a framework for uniform licensing procedures by county governments but also to ensure predictability and efficiency in licensing processes across all counties.
Abubakar defended the new guidelines, noting that they will encourage private sector participation and promote ease of doing business within the devolved units.
The Chepkongโa-led Committee will now compile a report on the regulations to be presented to the National Assembly for debate and approval.
