Members of the Embu County assembly have hinted at putting in place official measures to remove the County Finance Executive, Professor Joe Kamaria, from his office.
The MCAs claim that Kamaria has been failing to submit budget implementation reports to the Embu County Assembly and ignoring summons to appear before the Assembly’s Finance Committee to answer questions regarding revenue collection.
Even though Kamaria attended all committee sessions headed by Deputy Speaker Ibrahim Swaleh, the MCAs are proposing disciplinary action against him under Section 22 of the County Assemblies Powers and Privileges Act 2017, along with Section 40 of the County Governments Act, which outlines procedures for the dismissal of a county officer.
The situation escalated after Prof. Kamaria sent junior staff who, by law, don’t have both policymaking authority and a financial oversight role to answer key questions before the assembly committee.
The move angered MCAs, who accused him of undermining the authority of the county assembly and showing disrespect to elected representatives.
Earlier, Prof. Kamaria had come under fire for failing to appear before assembly committees and for neglecting to submit quarterly reports on the expenditure of public funds allocated by the assembly.
His actions prompted the MCAs to push for his removal from office.
