Isiolo County Governor Abdi Ibrahim Guyo has been impeached by the County Assembly.

MCAs accused Guyo of gross misconduct, abuse of office, and violations of various laws and the Constitution.

Sixteen of the eighteen Members of the County Assembly present voted in favor of the impeachment motion, with two abentees.

The Governor, despite receiving a formal invitation to present his defense, did not appear before the Assembly.

The Assembly proceeded with the motion in accordance with its Standing Orders and relevant laws.

The impeachment now moves to the Senate for a final decision, as mandated by Article 181 of the Constitution and Section 33 of the County Governments Act.

Governor Guyo is currently suspended from office while awaiting the Senate's verdict.

The motion for Governor Guyo's removal was initially introduced by Sericho MCA Abubakar Godana on June 10, 2025, citing numerous leadership failures. Key accusations included the stalling of crucial development projects, failure to meet revenue targets, and an inflated executive structure. 

This structure notably included the appointment of 36 advisors and 31 chief officers, despite Isiolo County receiving the third-lowest revenue allocation nationally.

Guyo was also criticized for issuing short-term, two-year contracts to chief officers, which the Assembly claimed fostered "an environment of fear and uncertainty." 

The motion further alleged that the governor failed to renew the contracts of 20 chief officers, instead selectively renewing five through a questionable process.

The impeachment proceeded despite a court order prohibiting the Assembly from advancing the motion. On June 17, Justice Heston Nyaga of the High Court in Isiolo had certified an application filed by the governor as urgent, ordering that the motion not be admitted, processed, debated, or considered pending the case's hearing and determination.

The Governor had sought court intervention, accusing the Assembly and Speaker Mohamed Roba of violating due process, and requested access to the motion documents, which the court directed be provided within 48 hours.

However, the Assembly relocated its proceedings from Isiolo to Nakuru and subsequently to Machakos, amid reports of MCAs going into hiding prior to the impeachment. 

This political impasse follows weeks of heightened tension within the county government, which also involved the contentious removal of County Assembly Clerk Salad Boru Guracha. 

Guracha had been suspended by the County Assembly Service Board for allegedly canceling a public participation forum related to the impeachment. 

The Employment and Labour Relations Court in Nyeri later reinstated him, pending the hearing of the matter.

Governor Guyo's impeachment now awaits a full hearing before the Senate, which will determine if the charges meet the necessary threshold for his permanent removal from office.
