Kisii Cancer Center contractor likely to lose tender
The government is not impressed with the the project’s progress based on the conformity of the terms and conditions of the project

Deputy Chief of Staff in charge of performance and delivery management in the Executive Office of the President Eliud Owalo has hinted on the likelihood of the Kisii cancer center contractor losing the tender.

“We are not impressed at all as a government with the progress of the project. The government can only pay based on certified certificates based and on the conformity of the terms and conditions of the contract.”
The team said that the Government has paid 20 percent of the money but the contractor is still demanding payment yet he has only done six percent of the project.
“On the side of the government, our greatest concern is that we have already paid 20 percent and the project is at six percent," Owallo said.
The Government team said the contractor is very hostile and was supposed to be at site but he opposed and sent a representative.
“The contractor was to be here on site but has sent a representative because he knows very well he has failed to fulfill his commitment to the President by making fundamental progress of the project.”
The project should be 50 percent done but the project is lagging behind.
"As we speak we have already hit over 50 percent of the project timeline yet the project itself is at six percent.”
The budget for the Financial Year 2024/2025 allocated one Billion for the project which must be absorbed within a specific time .
“Given a project we have to absorb the money within a given period of time. We will ensure the contract is deprived and given to another contractor who is capable of doing work as required," the former CS said.
He added that it's high time for the government to review the relationship with the current contractor and even explore the possibility of getting an exit clause.
